Zoning Decides, Not Residency.

Whistler is the exception. There is no principal residence test here, so an investment property is lawful. What decides it instead is zoning, and residential zoning cannot be used for tourist accommodation at any price. Check the zoning before you buy, not after.

Whistler is exempt from British Columbia’s principal residence requirement, so a property you do not live in can be short term rented. Zoning governs instead: tourist accommodation must be a permitted use, and residential zoning cannot be used for it. The licence is $250 per guest unit per year.

What Whistler Actually Requires

Four rules decide whether a property can operate at all. Every figure here was read off the Resort Municipality of Whistler and Province of BC sites on 15 September 2026 and is cited at the bottom of this page.

Zoning Is The Whole Question

Tourist accommodation has to appear in your property’s permitted uses. Property zoned residential cannot be used for tourist accommodation under any circumstances. No licence, fee or registration overrides that. Verify the zoning before you buy.

Tourist Accommodation Regulation Bylaw No. 2142

You Do Not Have To Live There

Whistler Mountain Resort is named by the Province on its list of ski resort areas exempt from the principal residence requirement, and the RMOW confirms it. This is the only market on this site where an investment property has a clear route.

Province of BC, exempt ski resort area

Priced Per Guest Unit

A $25 application fee and $250 per guest unit per year, so a multi unit property scales linearly. Fire safety inspection is $125 a year where it applies, and $300 for each additional re-inspection. Renewal is due 31 January.

Licence and renewal handled under management

The Province Still Wants You Registered

The exemption is from the residence rule only. You still register with the provincial short term rental registry, at $100 a year per unit where you live or $450 where you do not, and both numbers go on the listing.

Whistler In Public Data

Two figures from public registers and national statistics, both under open licences that permit this use. Neither is a revenue number.

35.0%

Of the housing stock, 2021

3,016 of 8,611 dwellings in the Resort Municipality of Whistler were short term rentals that could otherwise house someone long term. This is the number the rules on this page exist because of.

Statistics Canada, 2021

Adapted from Statistics Canada, Short-term rentals in the Canadian housing market, Catalogue no. 11-621-M2024010, 2024. This does not constitute an endorsement by Statistics Canada of this product. The Statistics Canada figures are for the 2021 reference year, which is the most recent published in that study. They are a housing supply measure and not a revenue estimate, and nothing on this site estimates what a property earns.

What I Run In Whistler

One team instead of three vendors pointing at each other. Twenty percent of net revenue, month to month, no onboarding fee and no monthly minimum.

Guest Communication

Fast responses, pre arrival messaging, check in support and full stay coverage, on the same clock as every property under management. You never have to answer a guest.

Turnover Management

Scheduling, quality control, laundry and staging on every reset, with photo proof filed against the property. Outside Calgary the crew is local, vetted and run to the CleanStays standard.

Issue Coordination

Maintenance, access problems and urgent requests routed to a vetted local trade and quoted before any work happens. Nothing gets done and then billed.

Listing And Rate Strategy

Photography direction, title, description and amenity strategy, plus pricing and review management. In a capped market the calendar is managed for rate, not for occupancy.

Registration And Tax Admin

Registration, annual renewal, the licence number displayed on the listing, and accommodation tax tracked and remitted. The part owners forget until the city writes to them.

What Is Different About Whistler

The two things that cost the most to learn late, and the one I will not pretend about.

Phase 1 And Phase 2 Covenants

The RMOW states rental pool covenants are common in Whistler. They sit on title, and a Phase 2 covenant can restrict how much you personally use the property you own. Pull title and read the covenants before closing, not after. They are not something a manager can negotiate away.

Zoning Is Not Fixable

People buy Whistler property assuming they can rent it nightly and find out they cannot. There is no permit that converts residential zoning into tourist accommodation zoning. If the zoning is wrong, the plan is over, and finding that out costs a purchase rather than an application fee.

Calgary Crews Do Not Drive To Whistler

CleanStays and Wise Property Services are Calgary companies with Calgary crews. In Whistler I manage the property and coordinate vetted local cleaning and trades against the same written standard. Said plainly here rather than implied everywhere else.

Why Guests Book Whistler

Two full seasons rather than one, which is what makes this market different from every city on this site.

The Mountain, Both Seasons

Whistler Blackcomb runs a winter and a summer operation, and the PEAK 2 PEAK gondola sells through both. Two peak seasons is the entire investment case for this market.

The Village

A pedestrian village with the lifts at one end. Ski in and ski out is the single biggest price lever on a Whistler listing, and walking distance to the gondolas is the next one.

Culture Off The Hill

The Audain Art Museum and the Squamish Líl’wat Cultural Centre carry the shoulder weeks between the seasons, when the lifts are turning slowly and the trails are wet.

Sea To Sky Cultural Tourism

The Squamish Líl’wat Cultural Centre is the Sea to Sky corridor’s cultural anchor and a genuine reason for a stay that is not weather dependent.

Whistler Questions

Only if your property’s zoning includes tourist accommodation as a permitted use. Whistler regulates by zoning, not by residency. Property zoned residential cannot be used for tourist accommodation under any circumstances, and no licence or registration changes that. Confirm the zoning on title before you buy or list.

No. Whistler Mountain Resort is named by the Province of British Columbia on its list of ski resort areas exempt from the principal residence requirement, and the Resort Municipality of Whistler confirms the requirement does not apply there. That makes Whistler the only market on this site where a property you do not live in has a clear legal route.

The Resort Municipality of Whistler charges a $25 business licence application fee and $250 per guest unit per year for a tourist accommodation business licence. A fire safety inspection is $125 per year where it applies, covering the initial inspection and one follow up, and $300 for any additional re-inspections. Renewal fees are due by 31 January.

They are rental pool covenants registered on title, and the Resort Municipality of Whistler states they are common there. They dictate how the unit is rented and, in the case of a Phase 2 covenant, can restrict how much the owner may personally occupy their own property. Pull title and read the covenant before you close on a Whistler purchase.

Yes. Whistler’s exemption is from the principal residence requirement only. Every short term rental host in British Columbia must register each unit with the provincial short term rental registry, at $100 a year where the host lives and $450 where they do not, and display both the provincial registration number and the municipal licence number on the listing.

No. Wise Property Management is a Calgary company and it manages properties across Canada. In Whistler I run the property and coordinate vetted local cleaning and trades to the same written standard used in Calgary. The in house crews, CleanStays and Wise Property Services, are Calgary only. That is said here rather than discovered later.

Twenty percent of net revenue, month to month, with no onboarding fee and no monthly minimum. Cleaning is billed to the guest as a turnover fee rather than to you, and maintenance is quoted before any work happens. The fee is the same in every market.
