The Suite Counts As Part Of It
Regina defines a principal residence unit as the usual dwelling unit including any suite thereof, where an individual lives and conducts their daily affairs. A suite inside your principal residence is covered by the licence rather than excluded from it, which is the opposite of how several other cities read it.

A Hundred Dollars, One Per Person
The principal residence licence is $100 a year, valid one year from the date it is issued. No person may hold more than one, and a corporation cannot hold one at all: the applicant must be an individual owner.

No more than 35 per cent of the units in a multi-unit dwelling may hold a licence. If your building is already at the cap you cannot be licensed no matter how clean your application is. Check the building before you buy the condo.

New secondary property licences are suspended while the Regina census metropolitan area vacancy rate sits at 2.6 per cent, and resume at 3 per cent. This is written into the bylaw. It is not a discretionary pause.

The Licence Dies With The Sale
A Regina licence expires automatically on sale or lease transfer, and a principal residence licence expires if the occupant moves out. It does not convey to a buyer, which matters for what the property is worth on exit, and it is the clause most owners have never read.
Ninety Days, Then You Are A New Applicant
There is a ninety day grace period to renew. Miss it and you reapply from scratch. Under the current secondary licence freeze, letting a secondary licence lapse is close to irreversible, because a new application cannot be accepted until vacancy recovers.
Calgary Crews Do Not Drive To Regina
