Zoning Decides, Not Residency.
Whistler is the exception. There is no principal residence test here, so an investment property is lawful. What decides it instead is zoning, and residential zoning cannot be used for tourist accommodation at any price. Check the zoning before you buy, not after.
Whistler is exempt from British Columbia’s principal residence requirement, so a property you do not live in can be short term rented. Zoning governs instead: tourist accommodation must be a permitted use, and residential zoning cannot be used for it. The licence is $250 per guest unit per year.

What Whistler Actually Requires
Four rules decide whether a property can operate at all. Every figure here was read off the Resort Municipality of Whistler and Province of BC sites on 15 September 2026 and is cited at the bottom of this page.
Zoning Is The Whole Question
Tourist accommodation has to appear in your property’s permitted uses. Property zoned residential cannot be used for tourist accommodation under any circumstances. No licence, fee or registration overrides that. Verify the zoning before you buy.

You Do Not Have To Live There
Whistler Mountain Resort is named by the Province on its list of ski resort areas exempt from the principal residence requirement, and the RMOW confirms it. This is the only market on this site where an investment property has a clear route.

Priced Per Guest Unit
A $25 application fee and $250 per guest unit per year, so a multi unit property scales linearly. Fire safety inspection is $125 a year where it applies, and $300 for each additional re-inspection. Renewal is due 31 January.

What Is Different About Whistler
The two things that cost the most to learn late, and the one I will not pretend about.
Phase 1 And Phase 2 Covenants
The RMOW states rental pool covenants are common in Whistler. They sit on title, and a Phase 2 covenant can restrict how much you personally use the property you own. Pull title and read the covenants before closing, not after. They are not something a manager can negotiate away.
Zoning Is Not Fixable
People buy Whistler property assuming they can rent it nightly and find out they cannot. There is no permit that converts residential zoning into tourist accommodation zoning. If the zoning is wrong, the plan is over, and finding that out costs a purchase rather than an application fee.
Calgary Crews Do Not Drive To Whistler
CleanStays and Wise Property Services are Calgary companies with Calgary crews. In Whistler I manage the property and coordinate vetted local cleaning and trades against the same written standard. Said plainly here rather than implied everywhere else.

Whistler Blackcomb runs a winter and a summer operation, and the PEAK 2 PEAK gondola sells through both. Two peak seasons is the entire investment case for this market.
The Village
A pedestrian village with the lifts at one end. Ski in and ski out is the single biggest price lever on a Whistler listing, and walking distance to the gondolas is the next one.

The Audain Art Museum and the Squamish Líl’wat Cultural Centre carry the shoulder weeks between the seasons, when the lifts are turning slowly and the trails are wet.
